While flip-flops and sandals are OK, I would suggest wearing shoes while going outside. When it comes to rain in Istanbul, it's better to wear shoes that protect your feet and don't slide.
What to Wear in Istanbul During the Winter
During the winter months of November to March, you may expect very cold temperatures, which are often accompanied by heavy rain or snowfall. Istanbul's winters are a bit severe since it is surrounded by sea, even if the temperatures aren't quite as cold as they are in other parts of the world. You should pack layers of clothes for your trip to Istanbul. I don't believe you need to carry thermal layers, but if you haven't been in such severe conditions before, it's better to do so so you don't get ill or suffer extreme cold, preventing you from enjoying your trip.
Warm trousers, sweatpants, and jeans are recommended for your winter Istanbul vacation. Warm sweaters, mufflers, shawls, and scarves will keep you warm and sheltered from the cold. Long woolen coats and jackets are a must-have for any vacation. In Istanbul, you may encounter a lot of and regular winter rain, so bring weather-resistant clothing with you. Long boots are required, but make sure they are well broken in. Even though the weather will be chilly, you will have to walk a lot in Istanbul. In Istanbul winters, sneakers and joggers are a terrible choice, as I can personally attest. It's always raining and slick, and the water may seep into your shoes, causing discomfort.
